The "Bates liquor law"' enacted by the last legislature of this state goes into effect September 23d. There are many good features to the new law that if strictly enforced will restrain the traffic considerably, so much so that a drunken man ought very seldom to be seen on our streets. Especially in the provisión respecting the sale to etudents, should the law be obeyed in this city. The tax is fixed as follows: Spirituou3 or mixed liquors (exeept patent medicines) and brewed or malt liquors at retail, $500; brewed or malt liquors only, at wholesale and retail or at wholesale or retail, $300; spirituous liquors at wholesale, $500; spirituous liquors at wholesale or retail, $800; manufacturing brewed or malt liquors, $G5; manufacturing spirituous liquors, $800. This tax is divided equally between the county and the city, village or township in which the tax was collected. The bonds of liquor dealer shall not be less than $3,000 nor more than $6,000, and the council is allowed to refuse a bond, if the principal is kuown to be a person unfit to conduct the business of liquor selling. It is unlawful to sell liquor to dents, as well as to minors, or to allow them to p'ay at cards, dice, billiards or any game of chance in any part of s building where spirituous liquors are sold. The saloons must close at nine, although the council may provide that they may remain open until eleven. A per3on selling to minors shall be Hable to not less than $50 damages to the parent or guardián oí the minor to whom he has sold liquor. The penalty for violating any provisión of the act is a fine of not more than $200 and costs, or by imprisonment not more than ninety days, or both fine and imprisonment. Sec. 31 provides: "During the time when by the provitions of this act places where liquor is sold or kept for sale must be closed, all curtains, screen?, partitions and other thinqs that obstruct the view from the sidewalk, Street, alley or road in front of or at the side or end of said building, of the bar or place in said room where said liquors are kept for sale, shall be removed. Those who have paid their liquor taxes will not be called upon for more .taxes until next May."
