Des Moixes, la, Aug. 30.- In the case of the Dubuque Board of Trade against the St. Taul and Illinois Central railroads, for refusing to switch the cars of competing Unes on their Dubuque sidings, the Iowa Eailroad Commissioners decided in favor of the petitioners. The commissioners hold that Bide-tracks are public highways wiĆ¼iin the meaning of the Btatute, and that the companies operating them are bound to haul over them the cars of all other companies at reasonable rates, whether the business be competitivo or not
