Dubuque, Ia., Sept 2.- The difficulty between the Dubuque Bhippers and the Illinois Central and St Paul railroads has not been settled by the decisión of the Kailroad Commissioners. Wednesday the companies refused to acknowledge the commissioners' right of decidingr for them and would not switch cars for competitive poiats at any price.
