The Pensions
Washington, Sept 16.- General John C. Black, commissioner of pensions, in his annual report recommends that the allowance to minor children be raised írom $2 per month to $5; that the rate for total deafness be increased to $30 per month, with intermedíate gTades, according to the degree oí disability ; that widows' pensions date from the time of the husband's death; that claimante be allowed pensions according to the highest rank attained, and that the Commissioner be allowed to pay pensions to the wife of a pensioner, or to a suitable person on behalf ol his children, when the habits of the pensioner show him to be an mfit pereon to receive or disburse the pension. The estlmates for the fiscal year ending June 30, 1888, aggregate $79,045,230.
