Washington, Oct 4.- The report of the Commissioner of Education for the fifical year has been completed. The report shows that the condition and progress hitherto characteristic of American education hava been in general malntalned during the year. Occasional In3tances of retarogression and reaction have been more than balanoed by healthy growths and judicious improvments.
