Chicago, Oct. 20. -The opening exereises of the tweuty-fourth annual convention of the Brotherhood of Locomotive Eugineers took place in Central Music Hall yesterday. The meeting was an admirable one in every renpect Addresses were made by Jiayor Koche and Oovernor üglesby, but the interest of the occasion centered In the speeches of General Manager Jefïrey, oí the Illtnois Central railroad, and Grand Chief Engineer Arthur. Dorinf; hls addreRS, Mr. Arthur sald : " We have paid out during the fiscal year justclosffd, to widows and orphans, $289,510, making a total of 12.244,669.61 that we have paid 9inoe the association was 8-itablished in December, 18B7. At the close of the last fiscal year we had 4,444 members. Died during the year, 77; disabled, 11; forfeited, 183, andhadon September 1. 6, '287, showing a net gain of 1,843." Speaking of labor troubles he said: " More and more clearly deflned is the line becoming which divides the honest man, satisñed With a just remuneration which he haa truly earned, until by his own effort he can rise to a higher pobition in life, and the loud-voiced " bomb-thrower, " who, scareely able to speak the English Unguage, seeks to win his own conifortable living from those who have worked for it, presuming upon the imagination and arousing false hopes in the hearts of those who are still more ignorant than himself. Among sensible men the day for all this is past."
