Washington, Nov. 5.- It has been ascertained that the sending: of the bomb to ühief Justice Waite's residence was a cruel íoax and was the work oí Sherburne G. ïopkin8, who makes a precarious living by Belling sensational news to newspaper correspondente, and Arthur D.
