New York, Nov. 18- Johann Most, the Anarchist, was arre9ted jesterday on an indictment for havingf made an incendiary speech calcúlate 1 to Incite a riot. The prisoner was locked up. Superintendent Slurray says he proposes to follow up the Most case and treat every one who uses violent and lnceudiary langnuge in the name way.
