Washington, Jan. 3.- The aomial report of Charles B. Morton, Co-.nmissioner of Navigation, declares that American shipping should be liberally subsidized in order to ba enabïed to compete with that of íoreign countriest, aid recommends that the coasting trade be relleved ot its burden aa to pilotage Lees, and that Congress should abolish the coinpulsory features of the State laws hnposing pilotaje or liceuBe fees on coasting vessels, so that the practice may be uniform In all the States.
