over-burdened with work was brougnt out in the debate on the proposition to allow each member a clerk. From 1790 tolSÖO, each congressman on the average represented 33,000 constituents; now, 150,000. Each one is expected now to tténd to the individual wants of bis tonstituents just as closely as ever. It. ha become impossible for a congressman to attend to important national legiflation, and at the same time answer all letters thathe receives from his constitnents. __ mmmmm A WWOM, dispatch from Washington, to the Detroit Kvening Journal, says: " Capt. Allen, the s.cond district representatiye, is inclined to question the good taste and wisdom of congressmen who introduce a great masa of bilis. Allen has introduced bat a few bilis, and these all relate to mattere of interest to his district. He thinks members should devote themselvesmore to defeating the numerous bad bilis than to introducing new ones which aro never considered. A glanee at the calendars of past congresses will show that Allen's head is 7ry level on this subject."
