Fifteen Hundred Convicts Idle

SisgSino, N. Y„ Feb. 1.- To-day 1,200 men will become idle in the State prison here and will be locked in their cells. The same condition will be trae of 300 convicta in Clinton prison. The men will be confined in their cells for twenty-two hours daily until the Senate passes the bill mak. ing an appropriation tor manufacturing in prisons. Over $1,000,000 has been turned into the State treasury since July 1 from prison industries.
