Tobonto, Can., Feb. 22. -The Toronto Board ol Trade has adopted resolutions in favor of passing a law to prevent that country " becoming the ref nge of absconding fraudulent debtors of ofcher countrie, and also in favor of bo amending the extradition treaty between Canada and the United States as to include "fraudulent debtors" in its provisions.
