New York, March 21.- Mayor Hewitt in a eommunication yesterday to the Board of Alderraen defends his action in refusing to allow the Irish flag to be raised on the city hall on St Patrick's day on the ground that none but an American flajjf should be permitted to float from any public bnilding in this country. He said that foreigners who come to this country to live should remember that they thereby bcconie Americans and cease to he foreigners. He also satd that it is a part of the Irish demand for home rule tbat the Irish should rule Ireland, 60 they 6hould concede the right of Americans to mie America.
