April 17.- Mr. Spooner (Wis.) spoke in the Senate yestcrday in favor oí the admission of the State of South Dakota and for the organization of the Territory of North Dakota. A bill was introduced granfr ing a pension of $5,000 a year to the widow of Chief-Justice Waite. Messages were received from the President vetoing the acte granting pensions to Hannah R. Langdon, letsey Mansfield and Laura A. Wright, soldiers' widowa Senator Farwell (HL) called up the bill providing for tbe investment of certain funda in the Treasxiry, reducing the interest on the 4 per cent bondí to 2 per cent These bonds amount to over $700,000 000 and mature in 1907, and gave his views at length, favoring the National banking system. Washington, April 18. -Bills were passed In the Senate yesterday f or public buildings in Lanaing, Mich. ($100,000); Burlington, Ia. ($75 000); Stillwater, Minn.
