up their foolishness about President Cleveland's civil service reform and are acknowledging -great disappointment. The great wonder is how they ever were misled by his promises. His professions of civil service reform ideas were no stronger nor more sincere than ill of the presidents have made, not excepting Andrew Jackson, and he has made fewer really good appointments than President Arthur made. Presi' dent praat tried hard to bring about the reform, and finally frankly gave ït up as impossible at that time. Hayes and Arthur each made an advance, as public sentiment was growing against the "spoils" system. Cleveland ha?n't done as well as he might have done. He instituted the greatest proscription for political purposes that the world has ever seen. The postoffice and interior departments are two great machines now for campaign purposes.
