WjIsbi.noton, üct 10. - John Grasa made the principal speech at the oonfereace between Secretar y VUas and the BJoux chiefs Monday. He declared that tbe obügaUons of tbe treaties of 1888 and 1876 bad not been met by tbe Oorernment; that tbe western boundary line of tbe Bkrox reerration bad been cbanged without tbe knowledge of the Indiaas, and tbat tbe reserration sbould embrace more tban 11,600,000 acres. Tbe Sioux wanted $1.25 per acre for their lands, jnst what tbe Government eharged. He asked that all tbe lands of tbe reservation be classed as grazing lande, thus enabling those entitled to lüO acres to get 320. He said that instead of the heads of families eetting doublé tbe araount of land given to the women and cbildren, tbe latter ought to have fally as much or more than their fathérs. The old men would soon die and therefore dki not need so much land. Secretary Vilas promised to lay their speeches before the President, and to giTe them an answer od Wednesday.
