■Washington, Feb. 21.- Both houses of Congress y esterday passed the conference report on the Territorial bilí. The bilí as passed ilxes the ñames oí the two Dakotas ns North Dakota and South Dakota. The people of South Dakota are to vote upon the adoption of the Sioux Falls constitution May 14, and the location of the capital ia to be settled by election. On the same date the residente of North Dakota. Washington and Montana may vote for the election of delegates to constitutional conveutions and for a f uil list of State officers. On the first Tuesday in October the people may vote upon the constitutions proposed by the conventions, and, if adopted, aftèr the President's proclamation to that effect, the GoveraorB of eaoh may order an election of members of the Legislature and of Representatives in Congrees. The Legislaturas niay meet and elect two Senators each in time to take their seats in the beginning of the first regular session of the Fifty-second Congress in December next, at whlch time the Kepresentatives Bhall also be admitted to seats. These provisions apply also to the Senators and Kepresentatives from South Dakota. Washington, Feb. 23.- The President yesterday approved the bill to admit, as States of the Union, Washington, Montana, North Dakota and South Dakota.
