Indianapolis, Ind., March 18.- The members of the new pólice and tire boards were Bworn into office Tuesday morning. Superintendent Travis, of the oíd torce of pólice offlcers, has instructed the station turnkey not to receiva prisoners arrested by the new force, and not to send out the patrol wagon except on a cali from his own men. Fire Chlef Dougherty also refuses to recognize the offlcers appointed by the Legislatura. A conference was held by attorneys for the new board with Mayor Denny. It was decided that the board would file a complaint for possassion before Judge Taylor. Ths city will at once file answer, allegingthe bill creating the new board is void because it has never b 'en signed by the Speaker of the House and the Lieutenant-Govemor after its passage over the Governor's veto. The muddie is likely to continue for several weeks.
