A great proportion of the luaatics aro drawn f rom the f oreign population, who cling close to the great city by the sea. The swelling of the list can bö partly accounted for by the endeavor of Europe to unload upon us her reí use, os well as her surplus, population. It is a fact, too.that foreigners are moro excitable and more apt to becomo insano than our hard headed native population. Immigrant suffer more than has ever been told from homesickness, frorn disappointnient and discontent, on their arrival hore, so that often their minds becomo unbalanced. But the high preseuro living of tho time drives also many a nativo American to madness. Italy begins to be seriously alarmed about emigration. It is so great as to amount to an exodus. Within two years 100,000 Italiana have landed at Castle Garden. They are also pouring into Chili and Brazil by the hundred thousand. In those countries they are warmly welcorued. If Italy wants to keep her sons at home she 6hould cease to drain the lif e blood of the nation by her groat standin cmiy of a million men. The citizens of the territory of tlie District of Columbia are making a very reaeonablo request. They would like to have some of tho officials who are to govern theiu appointed frora rosidents of the district. President ILirrison, Secretary of Stato Blaine and Postmaster General Wanamaker are all Presbyterians. They have pews in the sanie church at Washington, the Church of the Covenant.
