WayneCounty; authorizlng the Autlitor-Goneral to balance the account of the Industrial School íor Girls by a transfer of funds; amendng the char ter of the city of Marquette; requiring notarios public to be tweuty-one years of age; creditlng Isabella County with taxes and interest charged on certain vacant India reservations; autborlzing the Stute Agricultural Society to select a permanent location for the fair, and authorlze the judges of all municipal courts of record to issuo writs of habeas corpus. A resolution waa passed d recting the Liquor Traftic Committee to investígate re ports that many saloon-keepers were refuslng to pay their taxes, and report any legislation necessary to secure an enforcemont of the law. House- Bills were passed amending the hlghway laws by directing the commissioners to make contracts for building bridges whenthe amountof expenditure exceeds KüO; to protect the holders of townshlp orders ; to make kidnaping an offense punishable by imprisonment for lite or a term of years; providing for mechanics' liens on the property of employers ; for submission to the people in NoTemher, 189', a proposition for a convention for the general revisión of the State oonstitution to meet the örst Tuesday in December, 1891; repealiug the law of 18S7 for taxatlon of mortgages; a joint resolution for the amendment to the constitutlon requiring voters to have a reldence of six months in the State instead of three as now, and th rty days in the town or ward instead of ten as now. Senate- No busness of Importance ai ransacted on the 17th. House- A lengthy debate took place in cotnmittee of the whole od the Danrn bill makins a uniform reiall liquor tax of $GOü- an udvance of U00 over the present rate. The Local Opion and the Meat-Inspection b lis were favorab'.y reportcd. The latter bill requires that iesidc-1 tnspection before killtnfz the viscera of, the animal shail be exam ned immediately ifter slaughter .n order to determine whether ileuro-pneumonia is present. Senate- BUIS were passed on the lStn appropriating SIKUOO for the Soldiers" Home at Jrand Baplda, and $."0,000 for tne School for the ïlllld UI l.ifisürr. HotTSK - A Senate bill was passed which will enable the Kxecutive Committee of the State Aïricultural Society to select a permanent location lor the State fair. Oiher bilis passed were to repeal the law enabling judges to sentence iiist-t me offenders to the Detroit House of Correction; to umand the charters of Benton Harbor and St. Joseph by adding new territory, and to cede to the United States all ands required .n the opening of the new Hay Lake channel below Lake Superior. Sknatk- The House bill to repeal the law authori.ing circuit judges to sentence iirst offenders to the Detroit House of Correetlon was killed. House- The Daman Hiah-License bill passed by a voto of M to 41. The act increases the retuil liquor tax to $600 and the Wholesale to $800. An attempt lo r ve the bill immediate effect failed, and suloon-keepers wiil theretore pay the old &?0J tax on May I. The bill forbids screens of any sort before the bar at any time, requires druggists to keep a record of all liquor sold and submit a sworn statement at the end of every month, giving the Mines of ïhe parties who have purchased and the amount sold to eacli. It also deals radlcally with the social clubs. The bill giving women power to vote at all school, village, city and other munic pal olections was favorably reported.
