Washington, July 12 -The Secretary of the Treasury has decided that all immigrante who come to this country under condltions Bimilar to those of the seven English immigTants who recently arrived at New York (they agreeing before leaving home to accept the first employment off ered them) are prohibited from landing under the provisions oL the Alien Contract Labor law. Washington, July 12.- President HarriBon yesterday made the following appointments: United States Consuls- Emmons Clark, of New York, at Havre; Archibald J. Sampson, of Colorado, at Axapulco; Ros■well G. Hoar, of Michigan, at Valparaíso; James P. Hartigan, of Washington, D. C. , f or the port of Trieste and all other porto in the Austrian dominiona Washington, July 13. - The President has granted a respite till August 9 in the cases of Jack Spaniard, Joseph Martin and Elsee Jayne, convicted of murder in the Indian Territory and sentenced to be hanged July 17. Washington, July 15. -The published report that Secretary Blaine had tendered his resignation, to take effect September 1, owing to ill-health, is ridiculed by most of the Cabinet ofticers in the city and by others who are intímate with Mr. Blaine. Secretary Eusk aud Attorney-General Miller both Bay there is no foundation for the rumor, and that Secretary Blaine's health whenhe left Washington about a week ago was better than ït was when he became Secretary of State last March. Both gentlemen spoke of the report as sensational and altogether withont foundation. Washington, July 15.- It was announced at the White House Friday that the President will issue a proclamation on September 28 conventng Congress in extraordinary and special session October 28. This wlH allow time for the elections in the new States and enable the Senators and members to reach here in time for the assembling of Congress.
