The Three Americas
Washington, July le.- "The Congress of the Three Americas," which wiïl meethera in the autumn, is'attractine a good deal of attention in England and on the continent. The State Department, in a laudable desire to fifive the matter the widest promlnenee, has sent out circulars explaining the purposes oí the meeting far and wide. These circulars state in substance that "it is proposed by a congress of representativos of all the American governments to improve commercial relations between the different countries, to establish a system of arbitration in international disputes, and to adopt a uniform monetary system.
