Washington, Aug. 16.- It ig now g-enerally conceded on all sities that there will be an extra session of Congress. It is beJieved that the President has at last made up hls mind deflnitely to cali both liouses together by the first week in November. Washington, Aug. 16. -- The light offerings of bonds have resulted in a eteady increase in the Treanury surplus, whlch, according to the Treasurer's statement of Thursday, iow amounts to $70,81)0,000, being the highest pomt reached since October last The pension payments for the present month are estimated at $18,000,000, and the surplus wil i be reduced aecordingly. Further reductions are also expected in the fa 11, when the usual movement of crope takes place. Washington, Aug. 30.- A statement Issued by the Internal lteTenue Department shows that 2.3'J7 distllleries are running and their product is nearly 50,000 gallons a day in excess oí last year. Washington, Aug. 30.- The State Department has received a cablegram from the United States Vice -Consul at Porto Rico announciilg the death Kunday night of Consul Edward Conroy. He was the oldest of United States Consuls, and in lenffth of service was the junior of but one man- the Consul at Gibralter. He was appoipted Consul at San Juan, Porto Rico in 189, and was 80 years old. Washington, Aug. 30. - Assistant-Secretary Bussey has rendered an important decisión on the p'ension claim of Daniel B. Kaufman, late of Company A Forty-eig-hth Regiment Pennsylvania volunteers, which was brought before him on a motion for recongideisation. In his decisión the Assistant Secretary rescinds rule No. 18 made by Commissloner Black September 4, 1S85 and overrules the opinión of ex-Assi'stantBecretary Hawkins in the same case that a "dishoDorable discharge" trom the service "i1" ' oar to pension." He holda thata 'dinhonorable discharge" Ib a penalty for a specific offense againat tho service, for which the soldier may be punished, but that tho penalty can not Include nor relate to a claim for pension based upon disability. The two tainas are held to be whoily distinct frora eaoh other, and are not governed by the Bame legal consideration. The Assistant Becretary holds that for the department to impose upon a soldier the forfeiture of the rlg-ht to even claim pension becauee ot a dishonorjble discharge, which may have been intiicted by court-martial for an offense of which the court had juriediction, would be equivalent to punishing the eoldier twice for the same offense
