Chktenne, Wy. T., Sept. 20.- The Statehood convention has adopted as part of the constitution a suffrage chapter. Femáis citizens are to vote. The severest qualjfications are requirements that all electora nhall be able to read English, shall be full-fledged citizsns, and have had six months' residence in Wyoming. Eaoh stipulation waa opposed vig-orously by a couple of corporation attorneys. Ballots to contaln the names of all candidates will be issued by State offlcers. Tha provisions will disfranchise a Iarge number of coal miners who have for years voted in bulk.
