WAsmxoTON, Nov. 4.- President Harrison Saturday aftornoon issued two separate proclatnations admitting North Dakota and South Dakota to tho union of States. The two proclamations are alinost identical in phraseology, and quote practically tho act of Congress providing for their admi.ssion. The following dispatuh was sent from the Executive Mansion at 4 o'clock Saturday af ternoon by Secretary Blaine to Governors Mellette and Miller, of North and South Dakota. "The last act In the admission of the two Dakotas as States in the Union was completed Saturday afternoon at the executive mansion at 3:40 o'clock by the President signing at that moment the proclamation required by the law ior the admission of the two States. The article on prohibition submitted separately in eaeh State was adopted in both. The artirle providing ior minority representation in South Dakota was rejected by the people.
