Shbeveport, La., May 10. - Th steamer New Haven, with the relief committee of citizens, has arrived from Black and Dooley bayou3. They give harrowinff descriptions of the conditlon of the people in that portion of the parish. The whole section is deserted and is like a vast inland sea. Houses are washed away, families are scattered, and few escaped with the necessaries of life. Hundreds of people were rescued from their homes standing in several feet of water.
