Lixcoi.n, Neb., June 2. - The proclamation of Governor Thayer rescinding his cali for a special session of the Lègislatwre was issuod Saturday. The Governor jjives as his reasons the doubt existing as to the constitutionality of laws whioh might be passed by that body. Addcd to this is tho fact that many vaeancies exist, and the time is too short for special elections to fill the same. The proclamation meets with general approval.
