Universal Peace Congress

London, July 15. - The preliminary meetings of the National Peace and Arbitration Assooiation opened at the Cannon Street Hotel yesterday. Delegrates are present frora mos of the European oountries as well as the United States. David Dudley Field, of New York, presided and made the preliminary address. Mr. Field dilated upon the tenefits to be derived from arbitration and frurn a simultaneous graduated disarmament of the various powers.
