Washington, Oct. 4. - When Mr. Wanamaker addresses himsolf again to Congress ho will no doubt give it the benefit of his investigations into the practicability of a reduction of the present letter postage to one cent. He will find a strong point in his favor in the comparison with the reduction of the postage made in 1883 from threo to two cents, which eventually resulted in an increaso instead of a reduction of postage. This reduction, if made, would put this country ahead of England's penny postage, as the rato would then be equivalent to half-penny postage. PKOMOTED. Washington, Oct. 6.- Captain J. E. White, superintendent of the Chicago división of the raihvay mail service, has been appointed general superintendent of the service in place of J. Lowrie Bell who becomes Second Assistant Postmaster-Ueneral. Louis L.
