Balfour Asks For Aid

London, Jan. 5. - The Earl of Zetland, Viceroy of Ireland. and Mr. Balfour, the Chief Secretary, have signed a doclaration us to the condition of poverty prevaüing in the west of Ireland. They describo the condition as chronic in some districts and state that if no aid reaches the poople the situation will develop into gTeat di.stress during1 the winter and spring.
