Colonel John P. Iriah and M.M. Kstee are to discuss the McKinley bill and its bearings on California history, in tlie Overland Monihly for March. Colonel Irish is B chief'rain of the earlier tariff campaign in Iowa, and probably the most trenchant writer the demócrata have on the cuasi; and Mr. Eistee ia the favorite cabinet candidate of California republicans. Rose Troup, who sharply criticises bis former cominander; on the poBsibility of commercial union witb Canada, by Erastus Wiman; on "American National Li terature,"by Walt Vhitman, and on the "Discouragement of Matrimony," by Mrs. M. E. W. Sherwood. The Magazine of Art for March bas for its froutispiece an etching after Ludwig Knaus, called "Hunger Hath No Ears," which representa an apprentice boy eatinganapple and holding a squalling baby in bis arms at the same time. The opening article of the number is on "Current Art," by that distinguished iritic, Frederick Wedmore. Mr. Holman Hunt contributes a carefully prepared and admirably written article addressed to atudents on "The Proper Mode and Study of Drawing." Cassell PublishingCompany, 35centsa number, 0 a year, in advance. The March Eclecl ie offers an attractive volume of contents. The article on Finland, signed by E. B. Lanin, is an interesting study of a little known people. Slr Morell Mackenzie contributes a conservativo but appreciative estímate of Koch's cure. Count Tolstoi talks about "The Ethics of Wine-Drinking and Tobacco-Smoking" with great pungency and earnestness, if not with convincing logic. An object lesson is given in H. H. Champion's account of the "Crnshing Defeat of Trade Unionism in Australia." There are numerous other ligther articles, sketches, essays, poems, and a powerful short story, Published by E. R. Pelton, 25 Bond Street, New York. Terms, $5 per year. Wriling is the subject of a neat little book of 107 pages in pamphlet form and manilla covers, by Assistant Prof. F. N. Scott and Instructor J. V. Denney, both of the department of English and Rhetoric in the University. The book should be in the hands of all teachers of rhetoric in high schools and colleges. It deals with the paragraph as an " essay in miniatura " and makes paragraph building the approach to rhetorical structure in general. Abundant material is furnished for profitable exercise together with rules and explanations. Thesecond part, a discussion of the theory of the paragraph, is intended for the use of teachers and advanced students. In the appendices are to be found various rules of punctuation and capitalization, in accordance with the usage of a number of daily newspapers ; also a short explanation of the method of correcting proof sheets. The whole is eminently practical and useful, supplying as it does the missing link between the standard rhetorics on the one hand and the socalled "newspaper style" and the observed practice of modern authors on the other.
