Not one alderman faiied lo answer to his name at roll-call at the adjourned couneil meeting Monday night. Tbere was no exoitement and no oratory. The utmost unanimity prevaileil. The canvass of the votes cast at the recent electioti in the fourth ward was one of the first things on the program, and Alderman O'Hearn was, upon motion of Alderman Wines, declared elected. He was sworn in and took his seat immediately, The couneil decided to proceed ander the oíd rules until new rules should be adopted. A petition from Messrs. Polhemu?, Snow, Robison and Holmes, asking that the ordinance relative to the licensing of hacks, busaes and baggage be repealed, was referred to the ordinance committee, and the request of Messrs. Treüdwell, Cheever and Gruner for peroaission to erect two frame residences on the corner of William and Main-st?, was granted. The obligations of the six eonstables-elect, Messrs. J. A. Herbert, Paul Schall, G. W. Brown, T.F. Leonard,Rudolph Kernsand Henry Marsh, were read by the clerk and accepted by the couneil. Alderman Mann, as chairman on printing, report'ed that threebids had been received: TiiBRKGiSTER.thirty-eight cents per thousand ems; Washtenaw Times, twenty-two cents; Arguscourier, forty cents. The committee recommended that the last bid be accepted. They thought that by publishing theproceedings of the council in papers of different politics a larger number of readers would be reached. Alderman Martin did not approve of the report. The city could not afford to give printing to two papers. He was in favor of letting Mr. Beakes have it all. Aldermen Hall and Mann both argued in favor of the conibination bid. Editor Brown then sprang to his feet and Baid that the Times had bid eight cents a thousand less than it was worth to set up the type. The paper was not making any money and didn't expect to for some time. He wanted the city printing simply for the solidity it would give to the Times. If he had known that any combinations were to be formed he himself would have formed one. Alderman Taylor thought that the combination bid was irregular, inasmuch as he understood that the bids were to be single. After fither discussion the Courargusier bid was accepted, Alderman Martin alone objecting. APPOINTMENT OF COMMITTEES. President Cooley appointed the following" committeee : Finance - Mann, Hall and Herz. Streets- Hall, Martin, Fillmore, Ferguson, Taylor and Mann. Sidewalks - Wines, Herz. Allmendinger, O'Hearn, Rehburg, Kitson. Pólice - Taylor, Wines, Martin. Lighting - Herz, Allmendinger and Kitson. License - Kitson, Taylor and Ferguson. Parks - Fillmore, O'Hearn and Hall. Poor - Rehburg, Allmendinger and Wines. Ordinances - Martin, Wines and Taylor. Fire department - Ferguson, Rehburg and Fillmore, Water - O'Hearn, Mann and Allmendinger. VARIOUS MATTBRS. The petition from the street railway company asking for a franchise on Geddes-ave and other treets was taken from the table and placed on file, and the ordinance accompanying it was referred to the ordinance committee. On motion of Alderman Mann the banks were asked to submit bids for city deposita and charges for overdrafta before the first meeting in May. The mm of $50 was appropriated for the purcha.se of a desk for the city clerk. J. R. Miner was authorized to inspect the books of the city clerk and city treasurer, and $25 was set apart for this purpose. The salaries of the city officere were, upon motion of Alderman Martin, made the same as they were kist year. to-wit: Clerk, $800; attorney, $300; treasurer, #100; marshall, 780; patrolmen, 000.
