Washington, April 33. Secretary Fostcr is considering a new plan for the subsidiary eoin into eireulation and keeping it In circolation. One of the New 5forl banks, which is a ■ ilory to the amou 1, has oft'ered to take $.r,0!)J monthly in subsidiary coin, provided it be aliowed to increasc its holdings of thp 4 por cents. Fout per rent-, are noiv above 81.30. They are acoepted by the yovernment from the banks n wliirli United Statos funds are deposited as Becurity up to 81.10. The New Vork banks proposition is that the 4 pt-r cents be taken as security up to $1.15. As there is not inuch probability that the 4 per cents will g-o below $1.20, Secretar; Foster is inclined to believe that they might bc accepted from the depositories as security on gorernment fonds up to $1.15, but he doe not eipect to give this advantage. without some ronecssions in return, and the offl r Oi the Xew York bank to help keep the subsldary coin in circulation hy takin a stated amount monthly about meets his idea of a fair arrangement. Should the governmcnl bank depositories throughon the country show a dlsposition to do this. they would probably be accominodatrd. It would require a general concurrence oí action to malte the plan and the secretary will walt till he heare from a number of the banks before takintr steps to carry out the plan.
