To License Drinkers

Kansas City, Mo., Aig. 4. - Councilman Bowes introdnoed an unique ordinance in the city council. It requires the purchase from the city of a license by all drinkers of intoxicant liquors, the licenses to vary in cost from 20 to S50, according to the expensiveness of the liquor which the purchaser drinks. The ordinance further provides that each application for a drinkers license shall be countersigned by the applicanfs wifc.
