Chicago, Aug. 25. - Pension Agent Isaac Clements now has on his pension rolls the oldest peniioner in the United States, William J. Haines, 103 years oí age. He was a sailor n the war of 1812, and was with Gen Jackson when he defeated the British at New Orleans. Notwithstanding his advanced age, the old tar served in the navy during the war of the rebellion. He received a pension of eight dollars per month, which wa recently raised to 812. He is now living in the soldiers' home at St. Louis.
