CoLUMBiA, 8. C, Doe. 7.- The house of representativas has passed, bj a vote of 40 to 84, a prohi bition bill. The bill absolutely prohibits the sale of beer, liquors, wines, etc, in any portion of the state or the transportation of either by railroads, expresa companies, etc., under heavy penalties.
