Ex-Gov. John W. Hoyt has introdnced a bilí in Congress for the establishment of a National University at Washington. The bilí provides for the isiuing of $20,000,000 worth of bonds at five per cent. to be turned (over to the University, the $5,000,000 'interest will insure an edequate incorne to make the insiiiution tlie finest in the country. The Smithsonian institute and the National Museum wili be brought into c!ose conntction with it.
