OUR stato legislators should bear in mind constantly that this year there can be no shifting of responsibihty. VVith only one lone democrat in both houses, nothing can be laid upon the minority. Tho legislature will not do its duty if it does not get its business all done up and adjourn at least by the lirst of June. _______ A NUMBER of state papers are advocating a reform in the matter ot holding the state encampment. It is elaimed that the expense is far beyond the good which such occasions bring. We cannot estímate how much good is done, but it certainly looks as though the enormous bilis on these occasions is a plain indication of extravagance. The prediction of the Argus that the contest for the nomination of a candidato for the short term in the U. S. senate wóuld engender a large quantity of bad blood does not seem to be any nearer the mark than most of lts prophicies of Uepublican doings. The contest was an unusually friendly one and Mr. Burrows will findthat the Uitent of his opponents will not lose him their friendshlp and support in the future. The Democrat registers a kick beoause so many business blocks in Ann Arbor have no íire escapes There is lots of room for improvement in this respect in Anti Arbor. The Cook House, for example, 'has no outside fire escape and the same is true of other buildings in the city which have the third and fourth stories occupied by a number of peoplc. It is somebody's business to look after this matter, and that somebody is not attending to his business. On'E of the things that should come up before the next legislature is the revisión of the charter of Ann Arbor. There certainly should be a change made in the wards so as' to give a more equitable distribution of representation in our city council. It is not just that any onè or two portions of the city should have so little influence or represontation when it has five times the population and paya nearly five times the taxes that some other sections de. Justioe certainly damands a ehanjre. The decisión to buüd a separate lockup for the city is a very foolish piece of business. No difference who is to blame in the recent controversy botwecn the sheriff and marshal, the city council should make some kind of an arrangoment so that the county jail, whlch is plenty large enough to accommodate both the city and county, could be used. It is sensclcss to expend a large sum of money for a new jail, when, without doubt, some kind of arrangements eould be irade by which the city can have the use of the jail and pay the county a reasonable fee for tho same. The result of the Kepubliean caucus at Lansing last Thursday night was a vietory for congressman Burrows. That he will make an ablc senator we have never doubted for a moment, but wc cannot believo that his transfer from the house to the senate was a wise move. The grcat legislative field inthis country today is in the house of representativos, and for that work Mr. Burrows was peculiarly well ütted. Therc can be no doubt that had he romained in the house he would have been placed at the head of the ways and means committoe, a place that would have given him moro opportunity to shape legislation than that of any other man in congress, not excepting the speaker of the house. It is to bo hoped that Mr. Burrow's constituent will select a stront; man to succeed to his vacant seat. It will be difflcult for them to ftnd a representativo who will ever attain to the exalted position in the house that has been reached by Mr. Burrows.
