London, June 18.- The board of trade, after examining thoroughly all the reports regardlng he sinking of the North Germán Lloyd steamship Elbe on the mornlng of Jan. 31, which resulted In the loss of about 370 Uves, has ruled that the mate of the Crathie, the British steamer whlch ran Into and sunk the Germán steamship, was responsible for the disaster. Consequently the mate's certifícate was suspended.
