Washington: The state department has received a cablegTam from Mr. Denby, U. S. minister to China, stating that the island of Formosa has declared her independenee, that the powers have been so notitied. and that tt governuient, repubiiean in forui. has been established in Formosa. This adds a new oomplication to the situation in the east. Kefore this govurnment can recognize the i'ormosan inñependence it must be shown that a provisional government wliieh ear stand has been organl'.ed. Tbere ar; great numbera of Japanose in Pormosa, and it remains to be seen what course ttuy will adopt. 'J'he United tates recognizes Formosa as belonging to Japan, and no matter what inav be the form of government whicta the revolutionists of the island may hav organized, a recognition of independence of the island would be distinctl j an unfriendlv act toward .lapan. 'J'lie idea of a repubiiean form of government being forined in Formosa is treated with some derision at the de partment. The population of Formosa is composed of suvages, reolaimed savages and Chinese Immigrants of the lowest classes, and would not knovv what a repubiiean form of govern:naut was.
