In explanation of this ie fact is pointed out that the owing o the current expenses of the legisla,ure the state tax is greater for odd ïan for even years. Then various easons are given for the inerease in ie amount of the tax this year. lt is ïown that the legislature of 1893 failed to incorpórate tax clauses in some of its appropriation bilis and these appropriations had to be paid and the tleficiency made up by the leg-islature of 1895.' The leg-islature of 1893 even neglected to provide for the pavment of its own expenses in the general purpose bill. The total deficiency made up by this years legislature is $71)0,509. 39. The care for the insane causedan increase iu thatappropriatioD of over 100,000, and new institutions also made a heavy draft on the tax, the Xewberry asylura alone reeeiving $1(55.000. The auditor-general says that these deficencies having been cared for the tax for ISOti will drop to about the normal figure- $2,000,000.
