To the Honorable Common Council of Üae City of Ann Arbor: Geatlemen;- I have this day appointed J. Milton Perkins a specialpolicetnan without cost to the City His jurisdiction shall be in and about the üniversity property,I have also appointed also Charles L. Putt a special polloemao with jurisdiction in and about the property of the Ann Arbor Railroad. I have also appointed John E. Tice a special policeman with jurisdition in and about the property of the Michigan Central Railroad in the City, the services of all to be without cost of the City. Warren E. Walker. Mayor. PETITIONS AND COMMUNICATIONS. A petition signed by G-eorge W. Johnston and 17 others asking for the use of the Sixth Ward engine house for a public meeting was read and referred to the Fire Department Committee. A communication signed by H. F. Burke asking for the discharge of a certain mortgage was read and referred to the Finance Committee and City Attorney. REPORTS OF STANDING COMMITTEES. SIDEWALKS. To the'Cornmon Council: Your Committee on Sidewalks would recommend that a crosswalk be ordered built on the north side of S. ■ Üniversity Avenue across Washtenaw Ave. and also a plank crosswalk be ordered built on the east side of Tliayer across both drives of S. Üniversity Avenue. Respectfully subinitted, Emmett Coon, W. M. Shadford, Jacob Laubengayer, C. A. Maynard, H. .1. Brown. Committee on Sidewalks. Adopted as follows . yeas - Aid. To the Common Council : Your Committe on sidewalks would recouimend that the Board of Public Works be ordered to get bids and grade the sidewalk on the north side of Washington street along Felch park; the dirt to be used in fllling up the street and sidewalk on the soulh side of such street. The engineerhas estimated the cost of such excavation at $90. Your Committee has been informed that Mr. Whitlark has offered to do the grading for $100. Your Committee would f urther recommend that the Board of Public Works be instructed to built a plank sidewalk along the north side of Washington street in front of Felch Park immediately, upon the completion of the grading. To the Honorable Common Council: Gentlemen:- In the matter of the claim of Ciiauncey Orcutt, for damages secuiing by rea on of the construction of the main sewer; through hta prernises. I have the honor to report that so f ar as the liability of the city is concerned, dependa entirely upon the facts, and as they were represented to me. together with the agreement entered into, I am of the opinión that the facts warrant the City in paying the amount recommended by the Committee, as there does not seem to be any question of law involved in the controversy. Resolved, That the expense incurred by the City of Ann Arbor in building sidewakes in front of the following property be and the same is herebyordered spread upon the tax rolls together with 10 per cent, as a special assessment against said property and that the same constitute a lein upon said property. Butterfleld moved that the Board of Public Works be instructed to buiid a shed on the city yards or reconstructed the sheds now located there for storing the road roller at a cost not to exceed #25. Adopted aa follows: Yeas- Aid. Moore, Maynard,Allmendinger, Snyder, Laubengayer, Brown, Taylor, Shad'ord, Coon, Butterfield, Pres. Hiscock- 11. Nays- None. UNFINISHED BUSINESS. Aid. Coon moved that the following resolution introduced at the session of October 7th, 1895, be taken f rom the table. Resolved, that the Council reconsider the resolution of Aid. Butterfleld, relative to the rumors of extra vagance of this Council, which was passed at the last session of the Council. Adopted as follows: Yeas- Aid. Moore, Maynard, Allmendinger, Snyder, Laubengayer, Brown. Taylor, Shadford, Coon, Butterfleld, Pres. Hiscock- 11. Nays- None. Aid. Coon moved that the vote on resolution of Butterfleld be reconsidered. During the discussion of the motion Aid. Taylor moved the previou9 question. Adopted. Whereupon the motion of Aid Coon was lost as follows: Yeas- Aid. Coon- 1. Nays- Aid. Moore, Maynard, Allmendino-ër, Snyder, Brown, Taylor, Shadford, Butterfield, Pres. Hiscock- 9. Aid. Resolved, That that the sum of fifty dollars he paid to Chauncèy Oreuti ar in the General Sewer Fund in f uil payment of his claim fír damages to his property at the time of the building of the niain sewer. Wherers, owing to the large amount of extra labor required of the treasurer in keeping the city accounts, and as the sewer ordinance requires his office to be open during business houra and as the fees he receives is entirely inadequate for the amount of labor required of him, in the discharge of the dutiesof his office. Therefore be it Resolved, That the sum of $41.66 per month be allowed said treasurer as extra pay, during the building of lateral sewers. From and including the month of September, A. D. 1895, the same to be charged to the contingent fund, Aid. Coon moved that the resolution be postponed until the next regular session. Adopted as follows: Yeas- Aid. To the Common Council: Your Committee on Streets have caused to be prepared and herewith submit the proper resolution changini and establishing the street grade on South University Avenue between Washtenaw Avenue and Oxford. Respectfully subtnitted, W. L. Taylor, A. P. Ferguson, C. J. Snyder, D. F. AUmendinger, Geo L. Moore, O. E. Butterüeld, Committee on Streets. Adopted. By Aid. Tayloi'. Whereas, in the opinión of the Council the grade on S. University Ave. ought to be changed and tixed and established, to the end that such street iuay be made suitable for public travel and traffic. Therefore Resolved, and it is hereby ordered that the grade on S. university Ave. from center line of Washtenaw Ave. toapoint635 feeteast of center line of Linden street be, and the same is hereby changed from the present grade and fixed and established, so that the grade on and along such street shall be as follows, that is to say: At the center of Washtenaw Ave. and S. University Ave. 873.60. At the center of Elm street and S. University Ave. 875.00. At the center of Walnut street and S. University Ave. 877.00. At the center of Linden street and S. University Ave. 881.00. At 345 feet east of the center of Linden street and S. University Ave. 896.00. At 635 feet east of the center of Einden street and S. University Ave. 907.00. The elevation given beingabove the official city datum and along the center line of said street, and the grade lines to consist of straight lines between the several points or stations above stated, the roadway to conform thereto. Adopted as follows: Yeas - Aid. Moore, Maynard, Allmendinger, Snyder, Laubengayer, Brown, Taylor, Shadford, Coon, Butterfield, Pres. Hiscock- 11. Nays - None. Aid. Snyder moved that the report of the Street Committee relative to the dirt drawn on the property of G. W. Bullis be taken from the table; Aiopted as follows: Yeas- Aid. Moore, Maynard, AUmendinger, Snyder, Laubengayer, Taylor, Pres. Hisoock- 7. Nays- Aid. Brown, Shadford, Coon, ButteYfield, 4. Resolved, That the Street Commissioner be requested to report to this Council at the next session what dirt stone or other material has been sold and the price received therefrom by him during bis term of office.
