San Francisco, Oct. 22. - Private inbrmation has been received here that ex-Secretary of State John W. Foster will arrive in this city to-morrow en route for the Hawaiian Islands by the teamer Peru. Mr. Foster is going to he islands osteneibly for his health. ut it íb hinted that he may have on íand business ot international imporance.
