Washington, Oct. 22.- Adviccs received by Minister Andrade of Vene zuela are to the effect that the com mi.-fion sent by Venezuela to Germany has returned after accomplishing most satisfactory arrangements which bring about a close identity of interests between the two countries. The main features of the arrangement are a loan of 50,000,000 bolivars, or $10,000,000, of Germán capital to the Vencr.'ielan government and the establishment of a Germán bank with large capital at Caracas. The large loan comee from private Germán sources, but it is feit to be not the less important in shcwing the sentiment of the Germán government toward Venezuela. The commission was headed by th minister of public works in President Crespo's cabinet. On reaching Berlin the memtiers were received with marked honors by Emperor William, who conferred decorations upon them. Heretofore ISnglisih capital has built the docks at Laguayra and carried forward other enterprisee. It is pointed out also that the security and responsibility of Venezuela are stronly attested when Germán capitalists, who are careful and conservative, make such heavy investments there.
