Peking, Oct. 23.- The Gazette contains an edict appointing Sheng director of the Han-Kow railway. The governor-general of Chihli Hupeh, on the recommendation of the Bash American syndicate, advances 30,000,000 taels for a line of 700 miles to Swang-Ho. Twenty-seven rivers require bridging. Sheng has transferred the Han-Kow works and iron works to the railway.
