New York, Noy. 2.- A dispatch. to the Herald from London saya: "The Globe, in an editorial, says that should the insurrection last much longer Spaln would not lose muoh by quitting its hold of Cuba. With the island's two staple industries ruined almost past mending, the termination of the rebellion must endow Spain, which is already hovering on the brink of bankruptcy, with a veritable white elephant. In the presence of this dismal prospect the Spanish people would do wc-11 to consider the question whether Cuba is worth retalnlng. If it is, Spain should use all possible dispatch in accompllshing its paciflcation, either by concesslon or conquest."
