Call Loans Are Lower

New York, Oct. 31.- There was a notable absence of excitement in Wall street at the opening today, considering the extreme etringency of money, yesterday. Hlgher London quotations, scarelty of stocks offering in the local market and rumors of flnancial relief measures to be taken by the banks caused a confldent sentiment. The only loan reported to 11 o'clock was of 10,000 at 50 per cent. This was an outside transaction, as regular loans are not made in the stock exchange until 11 o'clock. Cali loans were made at the opening at 50 and 60 per cent, but the price graduaUy declined until 10:10! when 30 per cent was bid for $60,000, offered at 35 per cent.
