Spanish Minister Will Protest

Madrid, Nov. 24. - The Spanish minister at Washington, Señor Depuy de Lome, has been instructed to complain strongly at the flag incident at Newcastle, Del., on Wednesday last, upon whieh occasion a number of young men in the armory of Co.' H of the state militia tore down the Spanish flag and set fire to it.
