Massacre Non-combatants

Key West, Fia., Dec. 1.- Unable t erush the insürgent armies CaptainGeneral Ve;ler has, according to Cuban advices, renewed his war on noncombatants with savage energy. It ia stated that ho some weeks ago issued f. secret order to his commanders in the various provinces to "clear the country of noncombatants." This order has been interpreted by the Spanish commanders as an edict to massacre old men, women and children, and the result is an appalling list of butcheries.
