New York, Dec. 1.- There are not enough men available in the navy to man the ships in commiss'ion and, in ' consequence, many of the vesselg are in a crippled condition. Recruits have been so slow that not a sufflcient number of méa could be got together tt ■rnako up the deficit caused by the large number of desertions.
